I was never there though I heard they help people

You know I don't understand this. I get ran around over and over again between Penelec and Community Action. My husband was out of work which caused a very large bill to accumulate. The utility company sets me up with a very large payment plan. They give me the number of PCAP ( Clearfield Community Action) Well I hear one thing from them and another from Community Action. Long story short. I have a budget with Penelec I can not afford and the only way PCAP will help me is if I pay the complete 1900.00 bill upfront. Where is this Community Action that cares my area helping me? Just more and more stress as if I didn't have enough. So beware of any help groups that say they r there to help because THEY R NOT!!!!
