Been here solely for the Russian Tea and it is fantastic. The dining room looks lovely, especially during the holiday season when the tea is offered. Set price gets you tea and a lovely tray of finger foods and desserts.
We partook in the Portland Dining month menu. The food was great. The wine pairing was not our favorite.

Happy hour is a great time to come here for appetizers. My wife and I ate here late after catching the Portland Opera. Some of the food was pricey but sharing two appetizers on happy hour prices was great. Interesting food combinations that you just don’t find everywhere and the ambiance of the place was just what we where looking for.

An ideal Happy Hour! Oysters are $1 from 4-5 and the lobster sliders $7 are surprisingly delicious.

Went for the Russian tea experience. Compared to other options in Portland, the food bites are definitely more flavorful and hearty, though there were a couple misses. Otherwise the tea, service, and ambiance pail in comparison to, for example, Hotel deLuxe. It's very distracting having the seating be in a shared space, and a ton of people kept coming through with their children to take photos in front of the Christmas tree. The wait staff seemed to make minimal effort to keep the noise down and not bang plates, silverware, and teapots together. We also had to ask for hot water every single time we needed more.
Service was excellent but food was lacking. The paella had short vermicelli noodles and seafood was tasteless. Had a crab and corn chowder too and was expecting a cream based soup but it was clear and the bacon overpowered it. Steak was good with a delicious char on it.
We went to Headwaters for Christmas Eve and were disappointed. The atmosphere has completely changed and the charm from this establishment has been removed. Our servers were not friendly and seemed annoyed by any of our questions. Never smiled once. We were not impressed with the food. The steak was way overdone and the paella was very odd with a disproportionate amount of various seafood. Three people ordered the paella and we all thought it was terrible. Salad and appetizers were fine. Portions sizes are quite adequate. The hostesses were very nice along with the bartender. We would not recommend this restaurant. We understand its hard to judge a restaurant on a Holiday, however , we expected more for the amount they are charging and given its past reputation. We hope others have a better experience.
