I would referre anyone who is on low income and needs a lawyer go to Oregon law center.

Tried to get advice regarding discrimination.  They never answer the phone, or, are ever present at their office during their specified hours of operation.   Also it appears that Oregon laws are selective and only apply to certain citizens with preferential treatment.  If you are in need of real assistance, you'd better be rich, have the right connections, or be a powerful political figure.

While the lawyers in this organization are difficult to reach my phone they did help me with my problem right away when I went into the office
