Although the young lady I talked to said she would have to forward my suggestions to others at DCED, she M. did answer the phone in person Kudos #1 and she gave me suggestions for another channel to reach decision-makers/problem-solvers in Harrisburg Kudos #2.

Worked through their rules for a grant.  The rules/restrictions they publish online are not the same that they use in practice!  They ask for "Revenue from March 1st to May 31st for 2019 and 2020" at their website – then they constrain applicants to 1/1 thru 12/31 prior year's tax return.  Why publish rules for a grant improperly?  Horrible business practice.  Incompetent and untruthful.  Sad.

Carol kept calling me and idk why.
