He attended the Hampton University located in Hampton, Virginia to complete his undergraduate studies, following which he attended the esteemed Meharry Medical College School of Medicine and earned his Doctor of Medicine degree. Dr. Neal then completed his internship in internal medicine at the Georgetown University Hospital, after which he completed his residency in dermatology at the Howard University Hospital, both in Washington, DC.
