We have lived here 6 months now and I have already considered breaking lease. I've decided to stay because the exterior looks nice and Norman, as well as handy men are nice. This is my first apartment in Portland, which is one of my main leaning factors to stay here. I suggest knocking on any tenant's door before moving in to ask a couple simple questions; how often do things break and what is their response time to fix? I do not exaggerate when I say every single week since living here something has gone wrong, and a couple of times it has taken the office a month long to fix, even when there are mild injuries. Also, there is very little insulation in apartment and not only can clearly hear neighbors sometimes but in the winter my electric bill gets extremely high. They are fairly cheap for having the amenities that they do for downtown portland however, so the choice is yours.
