The Government Documents was established in 1968, however Ohio University has been a designated Federal Depository Library since 1886. Materials were received before that time as noted in the "Report of the Secretary of the Interior" December 1, 1859 where "The Annals of Congress" was sent on July 2, 1859 to W. O. Young, Librarian.
