The Liberty Partnerships Program (LPP) was established in 1988 under Section 612, Subdivision 6 of the Education Law to address the significant dropout rate among New York’s youth. The legislation states, “The failure of many young New Yorkers to complete their secondary education limits their opportunity for a life of fulfillment, prevents them from advancing into postsecondary education and hinders the State’s efforts to provide a well-trained workforce for business and industry in New York.” LPP offers comprehensive pre-collegiate/dropout prevention programs and services to youth in Urban, Rural and Suburban communities of Western New York, Finger Lakes, Central New York, Southern Tier, North Country, Mohawk Valley, Capital District, Mid-Hudson Valley, NYC and Long Island.
Vision: LPP is the “promise” from communities, adults, Norwich City School District, Otselic Valley Central School District, Unadilla Valley Central School District, Bainbridge-Guilford Central School District, Morrisville State College, businesses and industries, youth serving agencies, and families, to make available support systems that PROVIDE, ENCOURAGE, ESTABLISH and GUIDE our young people to become competent and compassionate members of society.
Mission: LPPs’ mission is an expansion of the vision; to establish, provide, encourage, and guide our young people. Promise one, provides participants with academic support, character and leadership development. Additionally, LPP participants are provided with an opportunity to give back to their communities through service-learning and community service. Structured education and recreational activities during non-school hours also provide participants with opportunities for personal, academic, and career advisement. Promise two, encourages participants to excel academically by providing career and college exploration, character development, guidance, and connection to the community. Promise three, helps to establish support systems and connect participants with available community resources. Participants also have opportunities to develop life, leadership and job skills. Promise four, guides participants towards academic advancement, personal development and transitioning into the next phase of their life-whether it be post secondary education or entering into the workforce.
