OCL members discuss and propose solutions to issues facing Central New York. OCL then generates reports offering specific recommendations for resolving the studied problem. The league does not promote specific legislation nor function as a lobbying group.
The topic for each year-long intensive study is selected by members of OCL. Members of the study committee develop in-depth understanding of the topic through regular presentations by experts and authorities, readings of reports, and discussion and debate of relevant issues. The final product is a report generated for distribution to legislators, community leaders, and interested citizens.
