■Promote timely access to and delivery of library materials and information through resource sharing among all types of libraries
■Facilitate library staff development and management training to expand expertise in delivering high quality library services
■Strengthen existing library resources and services and identify and develop new ones, by facilitating and coordinating cooperative ventures among all types of libraries
■Develop, encourage, and maintain communication among libraries and library systems
■Promote the role of librarians and libraries in a dynamic and democratic society
■Facilitate the coordination, maintenance, and preservation of information in all formats
