The Salt Wagon Clinic at Meharry is founded on the concept of access to healthcare as a fundamental human right. This is enumerated most prominently in the United Nations Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic Social and Cultural Rights (ICESCR), and the constitution of the World Health Organization (WHO).
These agreements guarantee the rights of all citizens of the signatories, even transcending national sovereignty, as all nations are responsible for the preservation of human rights in their territories.
Unfortunately, this conception is not well established in the United States. Reforms in the process are expected to make significant strides toward extending insurance access, but will maintain a significant gap in access. It is this sad truth that creates the need for safety net services offered by Meharry Medical College, United Neighborhood Health Services, and many others in Nashville.
