To own, operate, maintain and convey the Common Property and to operate and maintain Areas of Common Responsibility, including but not limited to the Surface Water Management Facilities and any personal property owned by the Association; to clean, clear, trim, remove weeds, limbs, and debris from, and to provide general grounds maintenance for, both the Common Property and the Areas of Common Responsibility; to fix assessments to be levied against the lots of the Property; to enforce any and all covenants and agreements contained in the By-Laws; and to pay taxes and insurance, if any, on the Common Property
