Created by referendum amendment to the Home Rule Charter of the City of Pittsburgh. A volunteer Board of seven members selected by the Mayor and City Council commissioned to receive, investigate, hold public hearings and render facts and recommendations to the Chief of Police and the Mayor on individual complaints of police conduct, police policies & procedures, recruitment, hiring, training and retention of police officers and to improve relations between the community and Pittsburgh police.
