Some of the older playground equipment is becoming a danger to play on. Rather than adding more, why not repair what is there?

Nice park, with modern playground equipment and picnic shelter. My family rented the picnic shelter for a small party (about 20 people). Equipment worked and we had no problems. The only reason I gave 4 stars instead of 5: the shelter is located midway down a semi-steep hill from the parking lot. There was no paved path, so carrying items was kind of tricky. Playground equipment was a good distance from the shelter, so it was difficult to monitor kids (or see who was where) from the tables. Restroom facilities were on opposite side of the playground, which made a decent hike from the shelter. I believe there was a path to the restrooms and playground equipment, but the picnic shelter itself was not wheelchair or handicap friendly.
