City by the Sea Museum is organized and managed by the Palacios Area Historical Association (PAHA) in Palacios, Texas. The museum is open Monday through Friday from 10 am until 2 pm, Saturday 11 am until 3 pm and closed on Sunday.
The City by the Sea Museum collections commemorate life in the area from the Karankawa tribes and French exploration in the 1600s to the community's growth during WWII and into the 20th Century.

It is bordered on the east and south by Tres Palacios Bay, which opens into Matagorda Bay and the Gulf of Mexico.
The mission of the Palacios Area Historical Association is to operate a museum as a functional resource center for visitors to experience and learn from the region’s diverse cultures and history. This serves to preserve the past, record the present and provide perspective for the future by educational outreach, and through the collection, exhibition and interpretation of artifacts.
