This school is just too big with too many pupils. It's a bit older than the others, but the problem of overcrowding seems to have been "solved" by covering the playground/soccer field with temporary classrooms. That just makes the school too overpopulated for any headmaster to keep under control, no matter what his competence. The children are also forced to play on the streets or at the river because most of the grounds are covered with structures. The Education Department is at fault here for creating a mega-school and forgetting about it.
