I live at 3800 Foss Road. It has been a negative experience mainly due to management and how its poorly run. The previous management company was terrible but the current one is even worse. In the past, the tenant did not have to pay the water bill. During the pandemic, while no one was raising rent, the previous management company decided to add the water bill to the rent as a way to raise rent while not actually raising it. They were able to find a way around the law to manipulate it so the tenant can pay more. The apartment and the building are decent given its age and rent price. The parking lot however is not safe. This summer I was victim to catalytic converter theft in our own parking lot. I reported it to the Saint Anthony Police Department, but nothing was done and management basically didn’t do anything and were apathetic about the whole thing. The management company is rude and unprofessional. I gave them a moving out proper notice two months in advance, then the nightmare started. Every week, they show the apartment like three times at various times such as morning or afternoon as if it’s a model unit and they don’t respect the person living there. One time they set a showing close to 6PM and another one at 530PM both outside their business hours and I asked them to change the time to 4PM or earlier as I have a family and we need our privacy, but they refused and threatened that I will be facing a fine in such a rude manner. All I asked was them to change the time to earlier and not show it at such a late time in the day. Overall, the experience has been awful. Management does not care about the tenant, and are very impolite. Would highly recommend renting elsewhere.
First, I will review the good of these apartments. They don’t allow smoking although on multiple occasions I smelled marijuana, contacted management and never got a reply. The maintenance man came the next day after writing a request and fixed the problems within minutes. It’s a decent neighborhood. The neighbors/tenants are very nice. The not so good: When we moved out we cleaned pretty well, I knew it wasn’t amazing but they charged us for 4 hours $100 of cleaning??? I used to clean million dollar mansions that took that long, a tiny 1 bedroom apartment does not take 4 hours to clean. The washer and dryer machine is the tiniest I’ve ever seen and ruined my clothes. It cost $2 to wash and $2 to dry about half of a regular load. The appliances and cabinets are garbage and fall apart. The person before us must’ve smoke cigarettes in the bathroom, all they did was re paint and spray a bunch of glade. I had to wash the walls multiple times because the steam from the shower would cause the cigarette tar to run down the wall.. for how much you have to pay these apartments are not worth it. We broke the lease early so paid a large sum of money to pay off the rest of our time we were supposed to be there, they ended up showing our apartment almost everyday to people. How rude?? I get they want to get people in right away but we paid for the 3 months ahead of us, I didn’t think they’d have to bring in strangers and delay us from packing and cleaning or we would’ve just paid monthly and not said anything about moving out. Also, when we first moved in I had expressed to management how I do not like the smell of cigarettes, not even a week later they called trying to accuse us of smoking in the apartment, or if I had a guest in there that smoked. Often times we were kept awake by some drumming noises, we didn’t want to cause problems with anybody so we just dealt with it. For how much money the management makes it’s truly disappointing how they treat the tenants. They should focus on fixing it up and making it look better rather than pocketing the money.
I rented here for a year. The property managers/landlord were very unprofessional. The first floor had a lot of insects. The washer machines were poor. I have been ticketed 3-4 times and towed once due to having 2 cars & not enough parking spaces in the back of the building, so when the city has to plow the streets in front of the buildings. I had nowhere to park my 2nd car. When I got off work late at night there were no spaces left. Also, There were no garages available. Basically the number of tenants cars did not match the ratio of parking spaces. Therefore, I had no choice but to park on the street. So, when bringing this situation up I was told to park at Cub Foods. Which was like 5 mins away but when walking probably 15-20 mins Then, I was told to grow up & act like an adult about the situation when I was guaranteed parking for both cars when lease was signed. Finally, when moving out the complex tried to take almost all my deposit saying I left the place a mess and broke doors. I tried taking them to court, but they settled by giving me my deposit and much more back. I’m not sure if they tried to take advantage of me because I’m young or black, but worse first apartment ever! Ohh yeah the complex owner was very nice he’s the one who gave me my deposit and more back. He stated, he didn’t know anything about what was going on until I met him in person. However, I guess the property managers were fired, but who knows. GOOD LUCK!
New management as of last year. The old site manager was a really nice guy. The new manager is just as good! He is very attentive to our needs, super respectful, and seems to overall care about the residents. He has been pretty on top of making updates and changes. We will see some new things in our apartment in the coming months with our new lease. Overall a great place to live! Only down-side is that we live on floor 2, and there are smokers that stand out-side the complex front-door. There isn't much they can do about this unless they make the entire complex a smoke-free area, which is a difficult and costly thing to do.
This place was nice when I first moved in 2 years ago, the property manager was very nice but then we got a new property manager, and then everything changed. First off, we complained about having carpenter ants, which live in the walls of the building and fruit flies in the sinks. When they came to inspect we were told "you're just dirty". Like excuse me carpenter ants are not here because of the dirt they're eating the building! Second, the new property manager Romell is the rudest woman I have ever had to deal with. She is very rude to talk to and doesn't communicate with the tenants, and then lies about it. A new parking system was put in place, which violated every single person's lease agreement and when confronted did nothing unless I brought them to court, which I don't have the time or money to do. She gave everyone 19 days and notified us with a single paper notice in the door and then she IMMEDIATELY WENT ON VACATION. So even if people had questions or concerns or wanted to schedule to pick up the 1 parking stick allotted per apartment, she wasn't there. Her out of office email stated she would be back in JANUARY and this was MAY. She gave everyone 1 week to pick up the pass and you had to call and schedule a time before 4p so a lot of people had to take off work just to pick up the damn thing. So we're moving out and did not recieve verification on if management received our intent to vacate. First we hear of it is Romell showing up at our apartment to say she's showing it to some prospective tenants. Tries to tell my roommate she called and left me voicemail, which I checked and there was no voicemail from her. Didn't apologize nothing. Very rude and unprofessional. She even assumes one of us stays home all the time like.???? We both work full time and go to school why would she assume that?? There's been a ton of construction on the street in front of the building and with the old property manager we received notice and even contact information to the construction manager. With Romell, we're lucky to get a front door notice day of. The toilet has broken 3 times since moving in and they replace it with the cheapest parts so even though it's fixed it's still difficult to flush all the time, and even though we specified not to enter if no one was home, they did it anyway. WORST APARTMENT EVER.

Great little secluded apartments. Kinda has an old person smell tho.

I lived at 3728 Foss rd for two years and it was great. Moved away for a year and came back. New property management company level 10 are slumlords and theives. Cleaned out my whole apartment at 3800 Foss rd while I was on vacation before an eviction was filed. Roaches galore and people steal packages. 10 people will live in a 2 bedroom and no matter how much you clean roaches will jump on you and at you. Good place if you can't find one
