the website can't offer any resources, the staff don't answer the phone, emails are ignored and the mailboxes don't accept messages. What exactly do these people do to justify their paycheque provided by my tax dollars?

I spoke to this organization recently about housing help, and the rep literally told me "you need to hang up the phone and call 311". I will be reporting this organization. For people that's looking for help, to treat others that way, this is quite disgusting.
