Useless office! they never answer the phone OR return emails. I feel sorry for the people needing their services. Such a shame

This consulate must be some sort of a joke or scam as there is no one here and all attempts to contact them result in nothing but automated responses. I have been trying to speak to someone at the consulate for months and have sent multiple emails and left multiple messages to no avail. No one answers the phone, no one responds to emails and most alarmingly no one responds to appointment requests sent through their own website. I also visited the consulate during office hours on 11/29/17 and 11/30/17 and the lights were off, doors locked and no one in the building. The consulate has had the same notification on their website explaining that their phones are down for months. I spoke to a woman at the embassy above the consulate who confessed that she has no idea what is going on with the consulate, but that the phones are down because some sort of issue with their telecom provider. What an absolute joke! It is 2017 and after months of providing inadequate service these people can't set up a temporary line to deal with this absurd problem? As I mentioned earlier there is simply no way to get in contact with a living person here and I suspect it is a scam or run by incompetents. Unfortunately for the people who need consulate services and live in Virginia there are not many other options.

The nastiness of the people working here disgusts me, who do you think you are? Típico diplomatico Tico, se suben a un avion y se les olvida de donde vienen. I rather keep my US passport instead of the Costa Rica one. Never again. Avoid at all costs maybe the one in NYC is better.

My initial post gave the Embassy 1 star, which I am now upgrading to 3 stars. I was frustrated because, in seeking clarity about international pet travel, I could not get an answer via phone or internet. I finally resorted to submitting a copy of my email and sending it through the USPO. As soon as it was received I got a phone call from someone (whose name I do not recall) who was helpful, articulate and thorough in her response to my questions. Had I not needed to work so hard, I would have give them a 5-star review. Thanks again for your help!
