Extremely unpleasant and unhelpful to tourists. First time ever from any police officer heard "I don't care" when tried asking them for help was from Park City cop.

I want to point out the inherent failures of not just the PCPD but also the Summit County DA and therefore the "Justice" system as a whole regarding an incident up there.
I received a "courtesy call" from the Victim Advocate, Malena Stevens, last week telling me that charges had been refused regarding an incident that happened during Sundance. Yes, that's right. It took them from January until now to decide that no charges would be filed on an individual who threatened to kill myself and another person. But it gets better. This individual threatened to "skin us, gut us, then nurse us back to health so that he could kill us". But wait, there's more. He did this after repeated threatening phone calls from him and the officers who responded ...wait for it...got it all on body cam. I am referencing PCPD case number 17-02634. But the tale doesn't end here. No. Unfortunately there is more ridiculousness at play here. Your agency pinged his phone that night in an attempt to locate. You SUPPOSEDLY told UPD that you wanted him if they found him. The VERY NEXT DAY they made contact when he tried to file a false claim of harassment against us in what the responding officer (Officer Bendixon) stated was only a feeble attempt at "trying to cover his tracks". The UPD report number for that circus is C017-13633. When UPD contacted you, they were told that you "didn't have the resources to get him" so he walked free.
This takes us to Davis County where I filed for a Stalking Injunction which was approved within DAYS of the incident. To take it a step further, the Judge in Davis County granted the injunction with only the police report and not the body cam footage. The footage was not released to us under a GRAMA request due to the "ongoing investigation" (a term that is evidently laughable at best). It should be noted that right after it was filed, the individual violated said injunction. This person is mentally unstable, armed, made horrible threats against myself and another individual and no charges are being filed??
But this gets better. His girlfriend filed a frivolous Stalking Injunction in 3rd District. In her "evidence" she included multiple emails between her and the investigating officers as well as Ms. Stevens. Details of the case against her BF were discussed. I'm no attorney, but this smells fishy to me. Especially considering that ultimately no charges were brought forth.
Weekly we hear stories of shootings and violence that follow a trail similar to this one. I am a single father of a three year old girl and would prefer for there to not be a firefight in her presence. This is hard for me to not take into consideration after, for whatever reason, charges against this individual were declined after almost 5 months. As a military veteran who deployed to Iraq, I'm always on guard and evidently I need to be prepared to do the job of Law Enforcement should this individual decide that a piece of paper will not stop him and his terroristic threats turn to actions.
I am a fervent supporter of Law Enforcement. I have personal friends who are current and/or former LE. I run an organization that helps First Responders, Military, and Veterans deal with their PTS and other issues they may be facing. But this whole case is a disgrace to the departments and public servants who DO actually serve and protect.
Should this idiot have another manic episode and decide to do the unthinkable, it will be a blemish on your department and I pray that my daughter is not harmed in the process.

I called because I was almost out of gas and just coming in to the city. The police operator was very helpful and understanding. Thank you, Park City!
